Air India to get first SC-made Boeing 787

CHARLESTON, S.C. (AP) - Air India is becoming the first customer for the Boeing 787 jetliners being assembled at a plant in North Charleston.

A spokeswoman for the manufacturer confirmed that the airline is scheduled to pick up a 787 in the spring.

Air India ordered 27 jetliners in 2005. Last month, the airline decided to proceed with the full order after loan approval from the Export-Import Bank of the United States and a sale-leaseback arrangement.

Boeing's $750 million aircraft assembly plant opened earlier this year, the largest single industrial investment in South Carolina history. By 2013, Boeing expects to assemble 10 of the 787 jetliners per month, with about 3 of those coming from North Charleston.

Boehner: House leaders accept Senate tax terms (AP)

WASHINGTON ? Their isolation complete, House Republicans on Thursday caved to demands by President Barack Obama, congressional Democrats and fellow Republicans for a short-term renewal of payroll tax cuts for all workers.

After days of wrangling that even House Speaker John Boehner acknowledged "may not have been politically the smartest thing in the world," the Ohio Republican abruptly changed course and dropped demands for immediate holiday season talks with the Senate. The breakthrough probably spares workers a hit in their paychecks that would have kicked in Jan. 1.

Boehner said he expects both House and Senate to pass a new bill by Sunday that would renew the tax break while congressional negotiators work out a longer-term measure that would also extend jobless benefits for millions of Americans and prevent doctors from absorbing a big cut in Medicare payments.

The developments were a clear win for Obama. The payroll tax cut was the centerpiece of his three-month campaign-style drive for jobs legislation.

"Because of this agreement, every working American will keep his or her tax cut - about $1,000 for the average family," Obama said in a statement. "That's about $40 in every paycheck. And when Congress returns, I urge them to keep working to reach an agreement that will extend this tax cut and unemployment insurance for all of 2012 without drama or delay."

The House and Senate could approve the legislation as early as Friday by voice votes.

The GOP retreat ends a tense standoff in which Boehner's House Republicans came under great pressure to agree to the short-term extension passed by the Senate on Saturday. The speaker was open to the idea, But rank and file Republicans revolted and the House instead insisted on immediate talks.

Just hours before he announced the breakthrough, Boehner had made the case for a year-long extension.

But the top Republican in the Senate, Mitch McConnell of Kentucky, instead urged the House to accept the outlines of the Senate legislation. Resolve was crumbling among tea party-backed Republicans, too.

"I don't think that my constituents should have a tax increase because of Washington's dysfunction," said freshman Rep. Sean Duffy, R-Wis.

"An `all or nothing' attitude is not what my constituents need now," Rep. Rick Crawford, R-Ark., wrote in a letter to Boehner. "We are now in a position...that requires Republicans to not only demand a willingness to compromise, but to offer it as well."

On a conference call, Boehner informed his colleagues that it was time to yield.

"He said there comes a time when you've got to move on, and this is the time," said Rep. Jack Kingston, R-Ga., paraphrasing Boehner's comments during the conference call, which he said lasted only three or four minutes. "I'm making my decision right now."

The rapid-fire developments underscored the urgency of the search for resolution when Americans deeply disapprove of Congress and are struggling to make it in an economy slowly recovering from recession. Politics also played a significant role: The standoff put Republican presidential candidates in an awkward position less than two weeks before the Iowa caucuses that begin the nomination process, on the cusp of the 2012 elections.

In competing news conferences and statements earlier, all sides sought to avoid blame should taxes go up Jan. 1, just as Americans begin paying holiday bills. House Republicans in particular were facing fire from GOP establishment figures incensed that they would risk losing the tax cut issue to Democrats at the dawn of the presidential and congressional election year.

Disc golf course approved for Blue Lake Regional Park

ADVERTISEMENTS

A 70-acre section of Blue Lake Regional Park in Fairview will become the home of a new disc golf course next year, which supporters hope will bring in new visitors and competitions as well as an economic boost to East County.

The Metro Regional Government council approved the funding proposal to build the 18-hole disc golf course at the 180-acre Blue Lake park, which would be open to the public for year-round use, in early December.

Justin Patterson, Metro?s parks and property stewardship program director, said Metro is working with disc golf advocates on the final details for the new course to get it ready for construction in spring.

?We?re hoping for an opening in early summer,? he said.

Designed by professional disc golf player and instructor Dave Feldberg, the course would be the first gold-level disc golf course in the Portland-metro area when it?s completed. The gold-level designation, the highest ranking awarded to courses by the Professional Disc Golf Association, means that it?s a more challenging course with par 5 holes, just as in golf.

The course would also be able to host local, national and international competitions. (A map of the proposed course is available at bit.ly/u65sFm.)

The total project cost of $74,095 will be covered by $57,915 from Metro?s opportunity account of the general fund. The remaining $16,180 will come from a sponsorship by Next Adventure and the Stump Town Disc Golf organization.

Metro expects the disc golf course to generate $20,000 to $30,000 a year in revenue, based on estimated numbers of disc golfers paying Blue Lake?s $5-per-day parking fee or the $40 annual parking pass.

In addition to championship tournaments hosted by the Professional Disc Golf Association, Patterson said the course would also be open to local and regional tournaments as well as classes and other activities. He expects the park will be able to accommodate the thousands of visitors a championship tournament could bring in.

Cultural diversification also drives human evolution

ScienceDaily (Dec. 22, 2011) ? Changes in social structure and cultural practices can also contribute to human evolution, according to a study that has recently been published in the journal Proceedings of the National Academy of Sciences (PNAS), contributed to by the lecturer Mireia Esparza and assistant Neus Mart?nez-Abad?as, from the Anthropology Unit of the UB's Department of Animal Biology.

The study, coordinated by the expert Rolando Gonz?lez-Jos? from the Patagonian National Research Center (CENPAT-CONICET, Argentina), examines physical, genetic, geographical and climatic patterns affecting over 1,200 people from the Baniwa, Ticuna, Yanomami, Kaingang, Xav?nte and Kayap? indigenous groups of the Brazilian Amazon and Central Plateau.

According to the experts behind the study, one of the most interesting results is the rapid rate of morphological change in the Xav?nte, which is up to 3.8 times faster than in the other groups studied. The changes observed in the Xav?nte -- who have larger heads, narrower faces and broader noses -- follow an integration pattern of human skull shape recently described in the literature. "This study demonstrates that when selection acts in the same direction as integration patterns, evolution is favoured," explain the researchers Mireia Esparza and Neus Mart?nez-Abad?as, who co-authored another recent study on morphometric patterns and the evolutionary potential of the human skull ( see http://www.sciencedaily.com/releases/2011/12/111220102244.htm).

The study suggests that this divergence is also independent of the Xav?nte's geographical separation from other population groups and differences in climate. According to the team of experts, the combination of cultural isolation and sexual selection could be the driving force behind the changes observed. To conclude their study, the authors hypothesize that gene-culture co-evolution could in fact be the dominant model throughout the history of the human evolutionary lineage.
